The Welsh Road in Flintshire has been shut in both directions.
The incident has happened in the area around Jubilee Bridge on the A550 in Garden City.
Reports suggest that a van has fallen off the back of a loaded vehicle transporter.
There are suggestions that the transporter itself crashed into the bridge but the reports are unconfirmed at present.
